It contains information on your system specifically (don't ask me what for or why, I don't know), meaning that if you use someone else's - that is, you download it - you risk f.ing up your game. What you wanna do is go into the system32 folder and copy it (DON'T CUT, I don't know what would happen if you removed it from there) into your fallout 3 folder (the one with the game files, not the one in My Games).
